We ensure that development is sustainable, complies with legislation, and meets the needs of the municipality and its residents. The planning unit belongs to the Department of Physical Planning, which consists of four operations: planning, building permits, land surveying, and geodata.

RESPONSIBILITIES

As a unit manager at Skellefteå Municipality, you have an important role in an organization where we work on behalf of the residents. You are responsible for leading and developing the operations in accordance with legislation, guidelines, and other governing documents.

As the head of the planning unit, you will be responsible for leading and developing the operations with overall responsibility for finances, organization, and personnel. The unit consists of 20 employees in six different specialist roles. In your team, there are planning architects, an architect, physical planners, planning coordinators, planning engineers, and planning administrators.

Your tasks include recruitment, salary setting, budgeting, and follow-up, and you also represent the operations in the Building and Environmental Committee. You represent the operations/department on issues that fall within the operations' mandate, both internally and externally.

You will represent the planning unit internally and externally, which includes collaboration with other operations and departments as well as external organizations and authorities.

QUALIFICATIONS

We are looking for someone with a university degree in urban planning, architecture, or another education deemed suitable for the assignment.

You have management experience where you have led specialists and/or managers. As a leader, you can take your own initiatives and make well-balanced decisions when needed, implement decisions, and drive change efforts to achieve set goals.

As a person, you are flexible and receptive, confident in your competence, and can quickly adapt when circumstances change. You should be holistic and strategic and have a broad perspective in your way of thinking and acting.

In the role of unit manager, you contribute with a trust-based leadership style and can inspire, engage, and motivate your employees towards renewal and development. You are a coaching leader who promotes the development of your employees and believes that by strengthening individuals, you also strengthen the whole.

You are outgoing in professional contexts and have the ability to create contacts and maintain relationships that are important for the work. You stand up for the operations' goals and decisions and can both give and receive feedback.

To succeed in the assignment, you need strategic ability and the ability to create consensus. Weighing in different perspectives and stakeholders, seeing how different parts are interconnected and affect each other, and thus contributing to finding sustainable solutions considering consequences and added values.

A B driver's license is required as driving is part of the job.

Urban development ensures that streets and squares, communities, and residential areas function as well as possible for everyone who lives and works here. The assignment includes planning, advice, supervision, and a number of long-term development issues related to physical planning, streets and parks, transport and services, rescue services, chimney sweeping, as well as water and waste.
